[ I suspect he is referring to the fact that the Battery camped four miles from the nearest railroad; the nearest ones, within four miles of Richmond, would have been the Richmond, Fredericksburg & Potomac Railroad and the Virginia Central Railroad. The two railroads intersected near [the town/hamlet/village of] Bull Swamp, King William County. From there, the Virginia Central continued to Louisa Court House.
